TWNIC Grants 2025
Purpose
To promote the comprehensive and sound development of the Internet in Taiwan, TWNIC plans to publicly solicit proposals for Internet-related projects.
Selection Criteria
Project Categories:
Applicants may submit proposals focusing on one of the following four themes of Internet development:
A. Internet Policy Research
Conduct in-depth analysis of current Internet policies and Internet governance policy, and propose necessary modifications and improvements to ensure more comprehensive and secure policy formulation for the Internet.
B. Internet Security
Conduct research on the current state of Internet security and propose frameworks, technical or policy plans for security development to enhance the overall development of Internet security.
C. Internet Technology Development
Develop and propose new technological concepts aimed at improving the convenience, ubiquity, sustainability, operational efficiency, and broad application of Internet technologies.
D. Digital Equality and Opportunity
Propose improvement plans that address the current digital divide in remote areas or among disadvantaged groups, aimed at increasing their digital resources and capabilities.
*Note: Proposals will not be accepted if they fall into any of the following categories:
- Proposals that do not align with the specified project content.
- Proposals that fail to clearly elucidate the project content and its potential benefits.
- Proposals that may harm the development of the Internet.
- Proposals with religious or political motives.
- Proposals intended for commercial or profit-making purposes within one year of completion.
- Ongoing long-term projects.However, those which can achieve phased results within the deadline are not subject to this restriction.
- Lectures, seminars, or competitions, as well as proposals solely requesting travel expense subsidies.
- Pure fundraising or subsidy requests without a clear project plan.
- Proposals for website design, creation, or updates that do not benefit the development of the Internet or lack a clear purpose.
- Broad educational training and courses that are not specifically focused on specific Internet-related technologies or applications.
- Proposals for social media content/marketing that lack a specific target or clear benefit, such as generic or overly broad YouTube videos, podcasts, Facebook management, etc.
- Proposals where equipment acquisition costs exceed 15% of the requested subsidy amount.
- Proposals aimed at covering regular overhead and other expenses, such as salaries, system firewalls, or Internet service fees.
- Proposals that do not permit the public disclosure of implementation details and project outcomes (if your proposal includes sensitive information, please inform TWNIC at the time of submission. With TWNIC's review and approval, partial non-disclosure of sensitive content may be allowed).
Eligibility Criteria
Applications are open to domestic and foreign legally registered entities, including companies, associations, non-profit organizations, and research or academic institutions
Application Period
Applications for project proposals will be accepted from the official announcement of this call for proposals until September 30, 2025.
Review Period
Scheduled for October 2025. The final list of subsidized units is expected to be announced after all related tasks are completed in December.
Application Documents
Each organization may submit only one proposal. The application documents must include:
A. Application Form
This should include the project title, project category, project execution timeline, project goals summary, total project budget, requested funding amount, applicant organization information. After completing the online form, print the application and affixed with official seals/signatures of the organization and the responsible person.After completion, upload it on the "Project Information" page.
B. Guarantee
A guarantee letter stating that the project outcomes will not be used for commercial purposes within one year should be attached (Refer to Appendix 1: TWNIC Grants 2025 Collaboration Guarantee).

C. Project Proposal
The proposal document should include a statement of project compliance, detailed project content, and anticipated benefits, and a detailed breakdown of how the grant will be used, including itemized costs and quantities. Providing additional documentation of previous related projects and activities is preferred.
D. Budget Table
Please refer to the sample provided on the website (Refer to 2025 TWNIC Internet Community Program Budget Table Example) and modify it based on the estimated expenses of your project. Clearly specify the purpose, unit price, and quantity for each subsidized item within the project. Ensure that the total amounts in the budget table are consistent with the "Total Project Funding" and "Funding Estimates to be Applied for" stated in the application form.

E. Supporting Document
Please provide a copy of the most recent version of your registration certificate. If the submitted document is not the latest version as officially announced by the government, TWNIC will request a resubmission.
F. Three-Year Financial Statements
Please provide financial statements for the most recent three years. The statements must include columns for "Annual Income," "Annual Expenditure," and "Annual Surplus/Deficit" to ensure the feasibility of the proposed project. If your organization has been established for less than three years, please submit the available financial statements and provide relevant information in the "Other" section.
*Note: Please ensure that the project title is filled out completely and accurately when applying. If follow-up procedures cannot be carried out due to an incorrect project title, the application will be voided and must be resubmitted.
*Note: The name of the applicant organization on the application form and the official seal/signature must match the name on the registration certificate or other proof of registration.
* Note: Applicants must first fill out the required information on the "Project Application" page and generate the application form for stamping. All other documents should be uploaded via the "Project Information" page.
Submission Method
Proposals must be submitted online. Applicants should upload all required documents mentioned above to the official event website by 11:59 PM on September 30, 2025. The submission time will be based on the timestamp recorded by our system.
Proposal Content and Review Process
A. The review will be primarily based on the content of the project proposal document. The required elements of the proposal and related evaluation criteria are outlined below. Depending on circumstances, TWNIC may invite applicants to present their proposals. The presentation should include all the required elements of the project proposal document.

B. Experts from relevant fields will be invited to serve as review committee members for this project. The review process will consist of preliminary and final stages. The center may combine proposal categories for review depending on the number of submissions in each group.
C. During the preliminary review stage, a written evaluation will be conducted. Each proposal will be scored out of 100 points by the respective project reviewers. Based on the scores, proposals will be ranked. To qualify for the final review, a proposal must receive a score of 70 or above from at least half of the reviewers. The rankings will be determined by the sum of the individual ranks assigned by the reviewers—the proposal with the lowest total rank is given top priority, followed by the others in order. If two or more proposals have the same total rank, the one with the higher total score will be prioritized. If a tie still remains, the final decision will be made by the review committee during the final stage.
D. In the final review stage, the center may invite selected candidate units to present their proposals and respond to related questions. The presentation must include all required components of the project proposal.
E. Based on the results of the final review and the available subsidy budget, the center will determine the final list of subsidized units and the corresponding grant amounts. The review process and results will be documented and may be submitted to the competent authority for inspection if necessary.
F. The final list of subsidized units will be announced on the center's official website, and all applicants will be notified individually.
Subsidies
- Subsidized organizations must sign a contract with TWNIC as the basis for collaboration between both parties. (Refer to Appendix 2: TWNIC Grants 2025 Cooperation Project Contract, Party A of this contract has the right to adjust it based on specific circumstances)
- Subsidy Disbursement: In principle, the subsidy will be provided in three installment payments: 50% of the subsidy amount will be provided after the contract is signed; 30% will be provided upon submission of a mid-term progress report and approval by TWNIC; and the remaining 20% will be provided after the final report is submitted and approved, and project closure is confirmed.
- Please note that the final subsidy amount may not necessarily cover the full requested amount and will be determined based on TWNIC's review.
- If the project is not on track with the expected progress at the halfway point, and the mid-term progress report is not submitted, TWNIC may delay the disbursement. In severe cases, such as delay to submit the mid-term report for more than 30 days without requesting extension in written notice, refusal to submit the mid-term report, inability to contact the project lead, or significant delays in project execution, TWNIC may terminate the project and require the return of all or part of the provided subsidy.
- TWNIC will review the mid-term report to confirm the status and progress of the project. If the mid-term report or project execution does not pass the review process, the subsidized organization must rectify the mid-term report or achieve the mid-term goals within 10 days of receiving notice from TWNIC and immediately provide the revised documentation for a second review. If the subsidized organization fails to correct the issues and provide the necessary documents within 10 days, TWNIC reserves the right to delay the disbursement until the review is approved. In severe cases, such as refusal to correct issues or provide required documentation, exceeding the 30-day rectification period without notifying TWNIC in writing to request an extension, or inability to contact the project lead, the remaining subsidy will not be disbursed, and TWNIC may terminate the project and require the return of all or part of the subsidy.
- The project subsidy may only be used within the approved budget items. If the funds are not used in accordance with the regulations, TWNIC reserves the right to revoke the subsidy, and the subsidized organization must return all funds as per the regulations.
- The subsidized organization is obligated to disclose and present the project results. Upon project completion, the organization must participate in TWNIC's presentation meeting to publicly present the project outcomes. Failure to do so will result in the withholding of the remaining undisbursed subsidy, and TWNIC will determine whether to require the return of all or part of the subsidy based on the severity of the case. If the project outcomes contain important sensitive information that cannot be disclosed, this must be communicated to TWNIC in advance, and relevant documentation must be provided. Upon TWNIC's approval, partial non-disclosure of sensitive information may be approved, but the obligation to disclose and present the results cannot be entirely waived.
- The subsidized organization must complete the project closure within one month of project execution, including submitting detailed expenditure statements and a final project report to TWNIC for record-keeping. Original receipts and documents should be retained and organized by the subsidized organization for any necessary audits by relevant authorities.
- The final project report should follow the same guidelines as the mid-term report. The final project report does not affect the disbursement of the mid-term of the subsidy, but failure to comply with the regulations, including but not limited to the requirements for the submission and correction of the final project report, the failure of achieving the project results, or after the final review, it is determined that the goal has not been achieved and the goal can not be achieved within the specified time, will result in the withholding of the final remaining subsidy. In severe cases, TWNIC reserves the right to cancel the organization's eligibility to receive subsidies, demand the return of part or all of the subsidy, and revoke the organization's eligibility to apply for subsidies for the next one term.
- If the subsidized organization requests termination at any time during the project implementation, after review, the remaining undisbursed subsidy will not be provided, and all or part of the subsidy will be refunded depending on the situation, and the subsidized organization will not be eligible to apply for subsidies for the next one term.
- Any remaining subsidy funds after project completion must be returned after project closure.
Other Important Notes
- If the project execution includes any related marketing, publicity, or public events, the Taiwan Network Information Center (TWNIC) must be listed as the advising entity.
- The subsidized organization must thoroughly carry out all undertakings according to the project content and budget plan. If it is deemed necessary to change the original project execution content and timeline or to terminate the project early, the subsidized organization must notify TWNIC in writing before making any changes and obtain TWNIC's consent. If the project is terminated early, TWNIC reserves the right to reclaim all or part of the subsidy. If the regulations are not followed, TWNIC reserves the right to revoke the subsidized organization's eligibility to receive subsidies, and said organization must return all funds in accordance with the regulations.
- The subsidized organization must submit a mid-term report at the halfway point of the project execution (the specific timing should be determined by TWNIC based on the project timeline; any issues should be raised and discussed in advance).
- If, after signing the contract, the submission of the mid-term report needs to be rescheduled due to force majeure, the subsidized organization must notify TWNIC in writing within three days of the occurrence and obtain TWNIC's consent before changing the submission date.
- If the subsidized organization receives a notice from TWNIC to rectify the mid-term report or to achieve the specified goals, it must provide the rectified materials to TWNIC within 10 days upon receiving notice. If the subsidized organization is unable to provide the rectified materials within the time limit due to force majeure, it must notify TWNIC in writing within three days after the occurrence and obtain TWNIC's consent to extend the correction period.
- If the subsidized organization receives a notice from TWNIC to rectify the mid-term report or to achieve the specified goals but refuses to make the corrections or provide the corrected materials accordingly; or if the organization fails to provide the corrected materials within 10 days and does not notify TWNIC in writing to request an extension; or if TWNIC does not agree to the extension requested in writing, TWNIC reserves the right to consider the project terminated or failed, revoke the subsidy qualification, require the subsidized organization to return part or all of the subsidy, and cancel the organization's eligibility to apply for subsidies for the next three terms.
- The final project report should follow the same guidelines as the mid-term report.
- If the project is not completed or is delayed, the organization will not be eligible to apply for the next phase of project subsidies.
- If the subsidized organization refuses or gives up on the subsidy after being granted eligibility, its application eligibility for the next three terms will be revoked.
- Regulations on Intellectual Property Rights
A.The project proposal and any publications produced during the project execution (including promotional materials, venue decorations, manuals, etc.) by the subsidized organization must not infringe upon others' trademarks, intellectual property rights, including patents, trade secrets, copyrights, trademarks, industrial designs, or personality rights.
B.If the subsidized organization violates the above provisions or if a third-party claims infringement, TWNIC reserves the right to revoke the subsidy qualification, require the return of all funds, and hold the subsidized organization legally responsible for all related liabilities. - By submitting a proposal, applicants are deemed to acknowledge and agree to the terms and conditions outlined in this announcement. If any changes are made to the announcement, the latest version published by TWNIC shall prevail. TWNIC reserves the right to interpret and amend all relevant content and regulations.
